
How to give children a say on out-of-home placements
Ten thousand children in the Netherlands are removed from their homes each year, but are rarely involved in this drastic decision. In her research, Anouk Goemans, Professor of Youth Services and Child Protection, wants to find practical solutions that give children a voice.
Anouk Goemans works two days a week at a youth protection organisation. She sees how children are involved in drastic decisions about their future but fail to receive the support they need. ‘We have known for years that children should be listened to, but this has not been put into practice’, says Goemans. Her research aims to find practical solutions and bridge the gap between research and practice.

Crucial role of a support person
Children who are taken into care often face the legal process alone. Whereas many parents receive legal aid, children are not assigned a dedicated support person. Children from the age of 12 can state their opinions in court, but younger children tend not to be involved in the process. Research shows that even young children can say what they want and feel. A support person can play a key role in this by representing the child’s interests and supporting them in the process.
Goemans calls for a system where all children who are removed from their homes are assigned a dedicated support person from the start of the process. This would not only increase their trust in the process but also limit the emotional damage. ‘If we take children seriously from the outset, we will not only improve their short-term well-being but also give them the chance of a stable future’, Goemans explains.
Funamental changes
The research team is working with parents, children and professionals to find out what changes are needed to fundamentally improve the system. The basis is clear: children have the right to be heard and should be involved in decisions about them.
